It is the net amount paid to the Journal. However, any bank charges are extra and the responsibility of the authors.  Usually, a regular bank charge for a credit card is 3%. If going by PayPal, it is much higher. Other ways usually have more bank charges. There is no extra charge for tax. We recommend that using a credit card is the most economical and convenient way.
